He had his trousers and pants pulled down while performing the sex act at 9.30pm while commuters were making their way home, a court heard.
Wigan and Leigh Magistrates’ Court heard how two Virgin Trains staff saw Smith humping the cone through the window of the train lift, reports the Manchester Evening News.
Smith, of Arrivato Plaza, St Helens, pleaded guilty to outraging public decency at a previous hearing.
One of the men was “disgusted and shocked”, the court heard.
In a witness statement, the staff member said: “I believe he was trying to have sex with the cone.
“I was in complete shock. I have not seen anything like that in all my time working on the railways.
“He was in a location where anyone, including children, could have walked in and seen him and should be ashamed of himself.”
His co-worker said Smith – who had white powder on his face – had “clearly” taken drugs and did not appear to be aware of what he was doing, the court heard.
The worker contacted cops before a British Transport Police officer arrived and found Smith still romping in the lift.
After cops arrived, the sozzled 48-year-old pulled up his pants and stopped the outdoor sex act.
Officers said they saw white powder on his face and found snap bags of drugs on the lift floor.
No further action was taken regarding the drugs, it has been reported.
Smith was allowed to go to the station the following day for a voluntary interview.

The court heard Smith said he had been drinking heavily that day, watching football, and that he suffered from diabetes and depression.
He said pals gave him the drugs, which he believed to be cocaine, because they thought he was feeling “down.”
Prosecutor Tess Kenyon said Smith told officers he was travelling home when he entered the lift thinking it was locked, private room.
He cannot remember anything after that, the court heard.
Smith has two previous convictions for public sex acts including one in 2012 where was caught performing a sex act naked “on all fours” on a roof in Wigan.
